The Commission shall, ifnecessary, propose that the Council extend the postponement by up to four years.

Article 58

The Member States shall ensure that the Commission is informed of the texts of the main laws, regulations and administrative provisons which they adopt in the field covered by this Directive.

Article 59

This Directive is addressed to the Member States.
